Gangjin-gun 2023 Main Budget, Expansion in Agriculture, Forestry, Marine, and Fisheries Sectors
Agriculture, Forestry, Maritime, and Fisheries Budget Increased by 18.8 Billion Won, Jumping from 24.9% to 27.5% of Total Budget
[Gangjin=Asia Economy Honam Reporting Headquarters Reporter Kim Yong-su] Gangjin-gun, Jeollanam-do, has prepared the next year's main budget of 479 billion KRW (460.7 billion KRW in the general account and 18.3 billion KRW in the special account) and submitted it to the Gangjin County Council.
With the launch of the 8th elected administration and the 3rd supplementary budget, Gangjin-gun surpassed 600 billion KRW for the first time in its history and is now close to reaching 700 billion KRW. The county stated that it has steadily expanded the budget size by securing national and provincial subsidy projects and improved the efficiency of budget execution so that residents can feel tangible benefits.
Next year's budget is increased by 37.9 billion KRW (8.6%) compared to this year's main budget. The general account revenue sources include 35 billion KRW from self-generated income, 239 billion KRW in local allocation tax, 9 billion KRW in adjustment grants, 163 billion KRW in national and provincial subsidies, and 14.7 billion KRW in compensation income.
The most noticeably increased sector is the agriculture, forestry, marine, and fisheries-related budget, which was increased by 18.8 billion KRW compared to this year. It accounts for the highest proportion at 27.5% of the total budget.
This reflects the county's industrial structure, where the primary industry accounts for more than 70%. The vision and strategy of the 8th elected administration are clearly embodied in the plan to gradually raise the primary industry-related budget, which currently stands at about 24.9% of the total budget, to over 30%.
The next year's primary industry-related budget directly linked to residents' income includes ▲ 5 billion KRW for management stabilization funds for rice farming households ▲ 1.4 billion KRW for topsoil and seedling support ▲ 2.4 billion KRW for nationwide high-income flower cultivation ▲ 2 billion KRW for agricultural seedling, storage, and distribution support policies ▲ 1.3 billion KRW for expanding Hanwoo cattle production base ▲ 900 million KRW for supporting medium-sized abalone stocking costs ▲ 1 billion KRW for high-quality glutinous rice cultivation support ▲ 600 million KRW for Gangjin rice oat rural convergence industry, surpassing 126 billion KRW for the first time in the county's history.
The strategy is to strengthen the economic foundation of residents by increasing the investment proportion in agriculture and fisheries, which account for 71% of the county's industrial structure, so that farmers and fishermen can empathize and feel the effects.
The social welfare-related budget, which improves residents' quality of life, reflects 21.94%, or 110.1 billion KRW. This includes 1.4 billion KRW allocated for Gangjin-gun childcare allowance, support for postpartum care and infertility treatments, strengthening policies for successors of family businesses and youth support, investing in future generations, and reinforcing elderly infrastructure such as the construction of the 2nd senior welfare center and operation of a comprehensive university, focusing on enabling all generations to live healthy and happy lives from cradle to grave.
