Preparing for Radiation Leak Accidents at Gori Nuclear Power Plant... Gijang-gun Conducts Large-Scale 'National Radiation Disaster Joint Drill'
Over 500 Participants from 70+ Organizations and Stakeholders, and Around 1,000 Residents and Students Join Training on the 23rd and 24th
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Busan's Gijang County will conduct the large-scale exercise "2022 National Radiation Disaster Prevention Joint Training" on the 23rd and 24th at Jang-an-eup, in preparation for a radiation leak accident at Kori Nuclear Power Plant Unit 2.
This joint training is based on the "Act on Protection of Nuclear Facilities and Measures for Radiation Disaster Prevention," aiming to verify the effectiveness of on-site action manuals for resident protection measures in the event of a radiation leak accident (radiation emergency and radiation disaster) at Kori Nuclear Power Plant, strengthen the support and cooperation system among related organizations during on-site response, and cultivate the emergency response capabilities of radiation disaster prevention personnel (public officials).
About 70 organizations and 500 personnel from 19 central government ministries, local governments, operators, specialized institutions, related organizations, regional universities, and private organizations including disaster prevention groups are expected to participate in the training.
In particular, about 1,000 military residents and students will directly participate in the entire training process, thereby gaining understanding and proficiency in the local radiation disaster prevention system and learning resident action guidelines during radiation emergencies.
County Governor Jeong Jong-bok emphasized, "Since the COVID-19 situation, a large number of residents will directly participate in the disaster prevention training, so safety measures and prevention during movement are of utmost importance," adding, "Through this training, we will thoroughly check the response system for resident protection in radiation disasters and develop a customized radiation disaster prevention system tailored to the characteristics of Gijang County."
Regarding the training details, on the first day of training, the 23rd, the local radiation disaster prevention headquarters will be established and operated at the Gijang County Office Disaster Safety Situation Room.
According to the radiation emergency (white, blue, red) crisis alert levels, video conferences with agency heads and support and cooperation systems with 13 collaborative working groups using the Emergency Response Information Exchange System (ERIX) will be checked and practiced, conducting table-top exercises based on the action manual.
On the second day of training, the 24th, practical on-site training will be conducted to master actions in the resident protection sector, which is the core of initial response (golden time) after the radiation red emergency alert is issued. This includes ① radiation emergency alert situation dissemination ② indoor evacuation and traffic control ③ resident evacuation ④ distribution of thyroid protection drugs ⑤ relief for displaced persons (around Gangseo Sports Park) ⑥ resident return.
Residents participating in the training include about 600 residents from 21 villages in the Gijang County Preventive Action Zone (PAZ, within 5 km radius of the nuclear power plant) (15 in Jang-an-eup, 6 in Ilgwang-eup) and about 400 students from Jang-an Middle School.
More than 50 emergency resident transport buses will be mobilized to move residents to the Gangseo District Sports Park, where the "Metropolitan Displaced Persons Relief Hub Center" organized by Busan City will be set up.

During resident evacuation movements, disaster prevention personnel on-site (50 public officials), private nuclear disaster prevention groups (42 members), and class teachers will safely guide and control order by village and class. To prepare for emergency patient incidents, a medical volunteer group (about 200 students from the Department of Emergency Rescue at Dong-Eui Institute of Technology) will be deployed in vehicles and all training locations, thereby enhancing the training outcomes.
