Jeonnam Province Issues Zero Administrative Sanctions to Social Welfare Corporations Exposed for Facility Corruption
Social Welfare Corporations Confirmed for Subsidy Fraud Should Be Prohibited from Operation or Business Re-Delegation
[Haenam=Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] As Jeonnam Province received a warning for negligence in supervising social welfare corporations, claims have been raised that the management of social welfare corporations by Jeonnam Province and its cities and counties is inadequate, necessitating fundamental measures.
According to Kim Seong-il, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Haenam 1), during the administrative audit of the Health and Welfare Bureau on the 3rd, he strongly criticized the negligence in supervising social welfare corporations by Jeonnam Province and emphasized the need to strengthen management of these corporations to eradicate subsidy corruption in social welfare facilities.
Assemblyman Kim pointed out, "There have been repeated cases where social welfare facilities received subsidies through false or fraudulent means and were administratively sanctioned, yet they were re-commissioned to operate the projects," adding, "Going forward, Jeonnam Province and its cities and counties must properly supervise social welfare facilities and ensure that facilities found to have issues such as fraudulent receipt of subsidies are not re-commissioned."
According to data submitted by Jeonnam Province to Assemblyman Kim, over the past five years, social welfare facilities that received administrative sanctions include 2 social welfare centers, 6 elderly welfare facilities, and 10 facilities for the disabled. Notably, two elderly welfare facilities that were administratively sanctioned for receiving long-term care benefits through false or fraudulent methods were found to be operating after being re-commissioned by the respective cities and counties.
Regarding this, Assemblyman Kim stated, "Regarding fraud and corruption in social welfare facilities, administrative sanctions should not be limited to the facilities themselves; the corporations operating these facilities must also be held accountable," demanding strong measures such as banning re-commissioning or closure. He also strongly criticized, "There are social welfare corporations confirmed by judicial authorities to have committed criminal acts, so why have administrative sanctions not been imposed?"
In response, Yoo Hyun-ho, Director of the Health and Welfare Bureau of Jeonnam Province, replied, "We will revise regulations to prevent facilities that have received administrative sanctions from being reselected during the commissioning review and will strengthen management of social welfare corporations."
Finally, Assemblyman Kim requested, "Please ensure that facility workers receiving subsidies can receive training at least once a year."
