KISDI "No Conflict Between Network Usage Fees and Net Neutrality Norms"
[Asia Economy Reporter Cha Min-young] The Korea Information Society Development Institute (KISDI) issued an explanatory statement on the 7th, directly refuting the claim made by the nonprofit organization Open Net that "the national research institute KISDI acknowledged the conflict between the Network Usage Fee Act and net neutrality."
Earlier, Open Net released a press statement on the same day, claiming, "We welcome KISDI's recognition in the report 'Is the Network Usage Fee a Violation of Net Neutrality?' that the demands of network operators conflict with net neutrality norms, and their somewhat passive opposition to the Network Usage Fee Act."
Regarding this, KISDI stated, "The KISDI report cited in Open Net's claim repeatedly mentions that network usage fees do not conflict with net neutrality norms," and emphasized, "The report does not express opposition to the Network Usage Fee Act."
The report pointed out that although the claim that 'demands for network usage fee payments violate net neutrality' has spread five times, it is not true. For example, from the very first page, it states, "In the ongoing dispute over network usage fees, the claim that SK Broadband's demand for network usage fee payments from Netflix violates net neutrality is spreading, but this is not true."
