'Gangnam Bikini Motorcycle Man and Woman'... Referred to Prosecution for Violation of Minor Offenses Act

[Asia Economy Reporter Jang Sehee] A man driving a motorcycle shirtless and a woman wearing a bikini as a passenger in Gangnam, Seoul, have been referred to the prosecution.
On the 28th, the Gangnam Police Station in Seoul announced that they had sent bike YouTuber Mr. A, who was driving the motorcycle that morning, and the female passenger Ms. B to prosecution without detention on charges of violating the Minor Offenses Act.
Earlier, it was expected that Mr. A would not be punished since he did not actually expose himself, but the police regarded Mr. A as an accomplice because they filmed the YouTube video together in collusion.
Under the Minor Offenses Act, the crime of excessive exposure can be applied when a person openly exposes major parts of their body in a public place, causing embarrassment or discomfort to others. Violators may face a fine of up to 100,000 won, detention, or a penalty.

They rode the motorcycle in the rain around Gangnam, Seoul, on July 31, and numerous eyewitness accounts related to the incident were posted online on social networking services (SNS), sparking controversy. At the time, Mr. A was shirtless, and Ms. B wore a swimsuit that exposed her buttocks. Both were wearing helmets at the time.
