Ministry of Justice to Restrict Employment of 'High-Risk Sex Offenders' in Delivery and Driver Services
[Asia Economy Reporter Kim Daehyun] Measures are being promoted to prevent high-risk sex offenders from working in industries such as delivery services and substitute drivers, where they have frequent contact with the general public.
On the 21st, the Ministry of Justice announced the 'Additional Measures to Prevent Recidivism of High-Risk Sex Offenders,' stating, "Minister of Justice Han Donghoon has instructed to actively support the National Assembly's discussion on the amendment of the 'Act on the Development of Living Logistics Service Industry,' which restricts employment in delivery services, to prepare employment restriction measures for sex offenders in delivery services, substitute drivers, and similar jobs."
The Ministry of Justice pointed out, "Currently, employment of sex offenders is restricted by individual laws in certain industries such as courier drivers, taxi drivers, domestic workers, security guards, and sports instructors. Delivery services and substitute drivers are also industries with frequent contact with many citizens, but there are no employment restriction laws, and employment statistics of electronic monitoring device wearers are managed somewhat broadly."
They further explained, "Even before the bill is amended, the Supreme Prosecutors' Office and nationwide probation offices will actively apply for and request the imposition of 'specific industry work restrictions' compliance requirements on electronic monitoring device wearers, so that high-risk sex offenders cannot work in industries such as delivery services and substitute drivers that frequently contact the general public." This aims to achieve effects similar to those of employment restrictions stipulated by individual laws.
Additionally, "Statistics on employment status of electronic monitoring device wearers in delivery services and other industries will be further detailed to strengthen the management of statistics on electronic monitoring device wearers, and a research project on 'Measures to Prevent Recidivism of High-Risk Sex Offenders' has been commissioned," they said.

Moreover, the Ministry of Justice added, "They plan to promote amendments to the Act on Electronic Monitoring Devices so that the monitoring period is suspended if an electronic monitoring device wearer is incarcerated for crimes committed before the device was attached, and request the Ministry of Gender Equality and Family, the competent department, to amend the Juvenile Sex Protection Act so that the disclosure period of personal information is suspended if a sex offender is re-incarcerated for another crime after release."
