Ulsan City Implements 2nd Organizational Restructuring of the 8th Elected Term... Reorganizing Administrative Structure for Citizen-Centered Practical Governance
[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Du-yeol] Ulsan City announced the legislative notice of the "Ordinance Amendment on the Establishment of Administrative Organizations" on the 20th to implement the 2nd practical administrative organization reorganization of the 8th elected government.
This organizational restructuring focuses on citizen-centered practical administrative reorganization and strengthening the organization without increasing personnel.
The main points include ▲ efficient organizational restructuring for public safety ▲ reorganization of industrial revival and labor/job-related organizations ▲ active introduction of an infinite competition system in the public service sector.
First, for efficient organizational restructuring to ensure public stability, a dedicated organization called the "Housing Permit Division" will be newly established to integrate and review the fields of urban planning, architecture, transportation, and landscape.
The plan is to shorten the housing construction project permit period, which previously took more than 10 months, to a maximum of 7 months, thereby accelerating the permit process.
The reduction in permit duration is expected to greatly contribute to revitalizing housing supply and stabilizing the housing market.
To improve the efficiency of industrial complex development tasks, the existing Industrial Location Division and National Industrial Complex Support Division will be reorganized into the Industrial Complex Policy Division and Industrial Complex Development Division.
To address population and youth issues caused by population decline and prolonged outflow from Ulsan, a new "Population and Youth Officer" position will be created.
Additionally, the existing major accident, industrial complex safety, and nuclear safety tasks, which were divided among three departments, will be consolidated into a new "Industrial Safety Division," a comprehensive department for industrial safety, to prevent industrial accidents.
A "Special Mobile Collection Team," a dedicated organization for high-value local tax delinquents, will also be established within the Taxation Officer's office to alleviate the relative deprivation felt by diligent taxpayers and realize tax justice.
Furthermore, the "Clean Water Policy Division," which serves as the command center for water policy to secure clean water in Ulsan, will be newly established.
Regarding the reorganization of industrial revival and labor/job-related organizations, the Innovation Industry Bureau will be renamed the Industry Bureau and reclassified focusing on Ulsan’s key industries: automobile, shipbuilding, and chemical materials industries, reorganizing into the "Key Industries Division," "New Industries Division," and "Energy Industries Division."
Within the Key Industries Division, a "Hyundai Motor Support Team" will be newly established to provide concentrated administrative support related to the establishment of Ulsan’s dedicated electric vehicle factory.
Recognizing that the economy is jobs and quality jobs are a crucial factor in solving labor issues, the Job Economy Division and Labor Policy Division will be reorganized into the "Economic Labor Division," and a "Labor-Management Cooperation Team" will be created to broadly reflect the voices of the labor sector.
For the active introduction of an infinite competition system in the public service sector, the exclusive administrative positions related to personnel, organization, budget, and audit, as well as technical positions in urban planning, construction, and architecture, will be significantly expanded into dual administrative-technical career tracks.
This expansion of career tracks aims to induce infinite competition and create tension within the public service sector, establishing a performance-oriented system.
Other restructuring includes the establishment of the Road Management Team 2 under the General Construction Headquarters and the Precision Inspection Division of the Animal Hygiene Testing Center, as well as organizational adjustments for COVID-19 response and the Agricultural Technology Center.
In line with the revision of the Local Autonomy Act, the "Personnel Education Team" will be newly established within the Legislative Affairs Officer, and six additional policy support professionals will be assigned to the Legislative Policy Officer.
The external title of mid-level managers will be changed from "Officer" to "Team Leader," and to enhance citizen understanding and simplify organization names, the names of 4 bureaus, 11 divisions, and 38 teams will be changed.
However, the "Ordinance on the Number of Public Officials" sets the total number of personnel at 3,469, with no increase or decrease in personnel in accordance with the Ministry of the Interior and Safety’s policy to freeze personnel numbers.
An official from Ulsan City stated, "We prepared this ordinance amendment on the establishment of administrative organizations to build an organizational system that supports the fulfillment of pledges reflecting the philosophy of the 8th elected government. We will carry out the organizational restructuring focusing on practicality and strengthening the organization without increasing personnel for the citizens."

This "ordinance" was legislatively notified on October 20 and will be implemented on January 1 of next year after approval by the city council.
