Kwonikwi: "Public Institution Employees, Even First-Time Drunk Driving Offenders Can Be Dismissed... Immediate Removal"
[Asia Economy Sejong=Reporter Son Seon-hee] From now on, employees of public institutions (public enterprises, quasi-governmental institutions, and other public institutions) will be subject to dismissal even for a first offense if caught driving under the influence (blood alcohol concentration of 0.2%).
On the 18th, the Anti-Corruption and Civil Rights Commission announced that it conducted a corruption impact assessment on the regulations of 75 other public institutions in the fields of agriculture and marine, industry and economy, and land and safety, and recommended 538 improvement measures, including strengthening disciplinary actions for drunk driving, to each institution. While public enterprises and quasi-governmental institutions already allowed dismissal for drunk driving offenses, this measure expands the scope to include other public institutions as well.
The Commission found that 68 institutions only imposed suspensions or lesser penalties on employees caught driving under the influence. The Commission judged that this not only goes against the trend of strengthening punishments for drunk driving but also does not meet public expectations.
Accordingly, it recommended improving related standards to strengthen the disciplinary levels for employees of other public institutions to be the same as those for public officials, and especially to allow dismissal in cases where drunk driving is detected two or more times.
