On the 14th, the Ministry of Gender Equality and Family inspected the operation status of the Sex Offender Notification system ahead of the disclosure of Kim Geun-sik's personal information, who will be released on the 17th. Last year, the ministry initiated procedures for registering and disclosing personal information, requested a disclosure order from the prosecution office, and received an approval decision in October last year.
The information about Kim Geun-sik to be disclosed on the Sex Offender Notification system includes his name, age, photo, registered resident address and actual residence address, height and weight, details of the sex crime, history of sexual violence convictions, and whether an electronic monitoring device is attached.
Kim Geun-sik served 15 years in prison for charges including sexually assaulting 11 minors in the Seoul metropolitan area from May to September 2006, and will be released on the 17th. Immediately after release, he will be fitted with an electronic tracking device (electronic anklet).
The Ministry of Gender Equality and Family plans to operate an emergency response team to prepare for increased traffic on the website and mobile app on the day of disclosure. The ministry has expanded server resources for the Sex Offender Notification system and has strengthened daily traffic monitoring and cyberattack surveillance since September. If there is a sudden surge in visitors after disclosure, a mass access control service will be activated, and attempts of abnormal access will be closely monitored.
The sex offender personal information disclosure system is a system implemented since 2010 that publicly discloses personal information of sex offenders who have been ordered by the court to have their information disclosed, through the Sex Offender Notification (e) website and mobile app.
The Sex Offender Notification site receives an average of 500,000 visits per month, and the app has been downloaded 4.35 million times cumulatively. The Ministry of Justice registers the personal information of those subject to disclosure, the National Police Agency verifies and manages the information, and the Ministry of Gender Equality and Family handles the disclosure.
