[Seoul District News] Dongdaemun-gu Actively Supports 'Rapid Integrated Planning Housing Redevelopment,' Shortening Maintenance Project Duration from 17.5 to 10.5 Years & Conducting Designation Survey for Cheongnyangni-dong 19 Area, Supporting 2nd Round of Rapid Integrated Planning Housing Redevelopment & Implementing Mandatory Education System to Reduce Conflicts Among Union Members and Enhance Union Executives' Expertise
[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (District Mayor Lee Pil-hyung) is accelerating the pace of stalled reconstruction and redevelopment maintenance projects.
Until now, the average duration for promoting reconstruction and redevelopment maintenance projects has been 17 years and 5 months, with a long period from the designation of maintenance zones to completion. Accordingly, the district actively participates in the Seoul Metropolitan Government’s ‘Rapid Integrated Planning Housing Redevelopment’ contest, aiming to shorten the project duration from 17 years and 5 months to 10 years and 5 months, thereby speeding up redevelopment and reconstruction.
Already, through the 2021 Rapid Integrated Planning contest, ‘Cheongnyangni-dong 19 District’ was selected and is currently undergoing maintenance zone designation services. For the second round of the ‘Rapid Integrated Planning Housing Redevelopment Contest’ running until October 27, the district supports residents’ active participation by providing preliminary consulting necessary for the contest, including factors such as ‘aging level, road access ratio, undersized parcels, and housing density.’
Additionally, to prevent delays caused by disputes among association members after the establishment of the association (promotion committee), a mandatory education completion system is being implemented for association (promotion committee) executives to strengthen their capabilities.
The mandatory education process is divided into before and after the application for approval of the association (promotion committee) establishment. Before applying for approval of the association (promotion committee) establishment, the promotion committee chairperson, auditor, and association executives must complete an online maintenance project education course offered through Seoul City’s lifelong learning portal or the Human Resources Development Institute website, and submit a certificate of completion when applying for approval to receive authorization.
Upon approval of the association (promotion committee) establishment, a condition will be imposed requiring the completion of offline education to enhance the capabilities of association executives conducted later by Seoul City.
Next year, Dongdaemun-gu plans to invite lawyers, accountants, and maintenance project experts to provide education so that association (promotion committee) executives can easily acquire information on complex maintenance projects. Along with this, a legal consultation center for reconstruction and redevelopment maintenance projects will be established and operated on the first floor of the district office building.
