Why Did Yongsan-gu Enact the Ordinance for Establishing and Operating the Policy Advisory Committee?
[Seoul District News] Yongsan-gu Announces Ordinance Proposal Until 27th & Establishes Policy Advisory Committee for Rational Decision-Making and Execution of Key District Policies & Provides Legal Basis for Committee Operation Through Ordinance Enactment & Committee Composed of About 40 Experts in Administration, Culture and Arts, Urban Planning, etc.
[Asia Economy Reporter Jong-il Park] Yongsan-gu (District Mayor Hee-young Park) has enacted the "Ordinance on the Establishment and Operation of the Seoul Metropolitan Yongsan-gu Policy Advisory Committee" and began the legislative notice of the ordinance draft until the 27th.
According to Article 130 of the Local Autonomy Act (Establishment of Advisory Bodies, etc.), local governments may establish and operate advisory bodies within the scope of their jurisdictional affairs as prescribed by laws or ordinances of the local government.
Accordingly, the district decided to operate a policy advisory committee to make and implement major policies more rationally, enacting the ordinance to provide a basis for its operation.
The ordinance consists of a total of 11 articles.
Article 2 contains the functions of the Policy Advisory Committee. The main functions are ▲ setting Yongsan-gu’s vision, goals, and development directions ▲ promoting district policies and major initiatives ▲ implementing project plans, performance evaluation, and feedback ▲ providing advice on new policy proposals and administrative improvements.
A district official said, “Through the committee, we expect advice on social issues and urgent matters closely related to residents’ lives, as well as the discovery of new policies aligned with the central government and Seoul city policy directions,” adding, “Ultimately, it will also help improve administration.”
Article 3 covers the composition and term of the committee. It is composed of up to 40 members; the chairperson is elected among the members, and the vice-chairperson is appointed by the chairperson. Members are appointed by the district mayor. The term is two years and members may be reappointed.
Qualifications for members include ▲ experts in fields such as administration, culture and arts, social welfare, urban planning, transportation, and environment ▲ individuals with rich experience and knowledge such as current and former academics, legal professionals, and media personnel ▲ persons familiar with local issues, highly trusted socially, and representative ▲ executives and staff of organizations with experience participating in district administration.
Hee-young Park, Mayor of Yongsan-gu, said, “If we enhance the efficiency of district administration by reflecting experts’ opinions from various fields, it will be a great help to residents,” and added, “We will pay more attention to advancing related procedures so that the advisory committee can operate more actively.”

The district plans to submit the ordinance draft to the district council in December after review and deliberation at the ordinance and regulation review meeting in November.
