Gyeonggi-do Completes Registration of 668 Parcels through Special Measures for Real Estate Ownership Transfer
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province has completed registration for 668 land parcels in the province through the Special Measures for Real Estate Ownership Transfer Registration.
Gyeonggi Province announced on the 21st that a total of 668 land parcels had completed ownership transfer registration under the 'Special Measures Act for Real Estate Ownership Transfer Registration,' which was implemented over the past two years.
According to the Special Measures Act, the government allowed citizens who had effectively transferred or inherited land through sale, gift, exchange, etc., but had not registered the ownership transfer, to register ownership transfer temporarily from August 5, 2020, to August 4 of this year.
Accordingly, out of 2,000 land parcels submitted in the province, 1,694 parcels were issued certificates after excluding 306 cases that did not meet the requirements through procedures such as actual cultivation, tax payment, and guarantor verification.
Among these, 668 parcels have completed the transfer registration, and 950 parcels are in the process of transfer registration. The remaining 76 parcels require the owners to proceed with the ownership transfer registration.
Mr. A acquired land through a sale in 1990 but did not register the ownership transfer, so the land register was under the seller's name. Accordingly, the relevant city/county office confirmed that Mr. A had actually cultivated the land and paid taxes since 1990 and issued a certificate of ownership confirmation.
Mr. B learned that the land purchased by his father (who passed away in 2017) in 1980 had not been registered for ownership transfer and requested issuance of a certificate of ownership confirmation. The city/county office issued the certificate considering that Mr. B's mother currently resides on the land and that ancestral graves are located there.

Ko Jung-guk, Director of the Land Information Division of the province, explained, "The Special Measures Act ended on August 4, so no more certificates are being issued. However, since ownership transfer registration is not possible after February 6, 2023, those who have already received certificates must complete the ownership transfer registration within the deadline to avoid disadvantages in exercising their rights."
