Seongdong-gu 2022 Resident General Assembly Successfully Concluded
17 Neighborhoods, 8,330 Residents Participate in Voting to Solve Local Issues; 82 Resident Autonomy Projects and 38 Neighborhood-Level Citizen Participation Budget Projects Selected for Next Year
[Asia Economy Reporter Jongil Park] Seongdong-gu (Mayor Jeong Won-oh) announced that it successfully held the 2022 Residents' General Assembly to decide the 2023 autonomous plan projects, organized by each dong Residents' Autonomous Committee.
The Residents' General Assembly was held in 17 dongs from August 10 to September 1, with a total of 8,330 residents participating in voting, including 3,060 early voters and 5,270 main voters. They selected 82 agenda items for the 2023 resident tax support projects and 38 agenda items for dong-level citizen participation budget projects.
In particular, starting this year, dong-level citizen participation budget projects directly planned and operated by Seongdong-gu, not the Seoul city budget, were also selected at the Residents' General Assembly.
Early voting was conducted online and offline by dong, showing high interest and participation from local residents in next year's project agendas. Led by the 17 dong Residents' General Assembly preparation committees, the agendas were selected through sufficient deliberation by residents, making this Residents' General Assembly a place to realize grassroots democracy.
Major projects by dong for 2023 include ▲ ‘10nyeonsaengi Onda’ in Sageun-dong, which surveys educational demands for upper-grade students at Sageun Elementary School, explores career paths, and conducts planning lectures ▲ ‘Our Neighborhood YouTube Studio’ in Haengdang 2-dong, which records residents' stories through photography and video shooting, then edits and broadcasts on YouTube ▲ ‘Menopause Breakthrough’ in Seongsu 2-ga 1-dong, offering various psychological stabilization programs for residents exhausted by COVID-19, all of which were finally selected through this residents' vote.
On the day of the general assembly, photo zones and specialized project booths were set up by dong, providing various experiential events. In addition, large and small performances and concerts were held, where autonomous committee clubs and local residents mingled together. Food booths and flea markets were also operated, creating a festival atmosphere where local residents could participate and enjoy together.
The projects decided through this Residents' General Assembly are being carried out diversely by dong. Recently, Haengdang 2-dong in Seongdong-gu installed ‘Petiquette’ signs and guideboards on streets with many complaints related to pets, as an execution project of the resident participation budget decided at last year's Residents' General Assembly. By installing etiquette signs for pet owners, they aimed to cultivate mature civic consciousness and create an atmosphere where pet owners and non-pet owners coexist harmoniously. This became another case where residents directly solve community issues by selecting agendas themselves.
