View original image[Asia Economy Reporter Han Jinju] As Typhoon Hin Namno approaches, the Seoul Metropolitan Government raised the emergency response level of the Disaster and Safety Countermeasures Headquarters to Level 2 at 6 p.m. on the 5th.
Seoul began Level 1 emergency duty at the Disaster and Safety Countermeasures Headquarters from 9 p.m. on the 4th and proactively implemented the upgrade to Level 2. Although Level 2 is usually issued when a heavy rain warning is declared, the city quickly raised the level to strengthen the response system.
Level 2 at the Disaster and Safety Countermeasures Headquarters is issued when the rainfall reaches 90mm or more in 3 hours or 180mm or more in 12 hours under a heavy rain warning.
The Korea Meteorological Administration forecasted that due to the influence of Hin Namno on the 5th and 6th, the Seoul metropolitan area will receive about 100 to 250mm of rain, with maximum instantaneous wind speeds around 20 meters per second.
With the start of Level 2 emergency duty, the number of emergency response personnel from the city, autonomous districts, and related organizations will be expanded to about 6,400, more than double the approximately 2,800 personnel at Level 1.
In preparation for the typhoon, the city is controlling 27 rivers and has stockpiled and deployed 320,000 sandbags. Covers for about 29,000 rainwater inlets have been removed and cleaning completed.
To prepare for strong winds, 8,876 street trees, 1,088 outdoor signs, and 3,383 shade shelters were inspected. Inspections of 2,003 transportation facilities, 181 tower cranes, and 1,188 banners have also been completed.

Han Yoo-seok, Director of the Water Circulation Safety Bureau of Seoul, said, "Since Seoul is also within the indirect influence zone of the typhoon, we ask citizens to refrain from entering valleys or rivers with rapid currents and to avoid going out as much as possible," adding, "We will do our utmost to prepare for the typhoon while monitoring the weather situation in real time."
