Seoul City Revises Basic Plan to Revitalize 'Urban Maintenance-Type Redevelopment'

Height Restrictions May Be Relaxed Instead of Mandatory Open Green Space Creation

[Asia Economy Reporter Hwang Seoyul] The Seoul Metropolitan Government is redefining the basic direction of urban maintenance-type redevelopment projects to revitalize maintenance projects. The main points include expanding maintenance zones by re-designating the Dongdaemun area, which was removed from the maintenance scheduled zone in 2016, and allowing height relaxation in exchange for mandatory creation of open green spaces.
On the 1st, Seoul announced that it will reorganize the '2030 Seoul City Urban and Residential Environment Maintenance Basic Plan (Urban Maintenance-type Redevelopment Project section)'. This basic plan is a city-level statutory plan that presents the basic direction of urban maintenance-type redevelopment projects targeting commercial, semi-industrial, and semi-residential areas. The existing '2025 Basic Plan', which focused on preservation, had limitations in responding to city policy directions such as the '2040 Seoul Urban Basic Plan' due to rigid height regulations and reduced maintenance scheduled zones. Therefore, an improvement plan was prepared with the vision of 'development and maintenance revitalization'.
Through this basic plan, maintenance scheduled zones will be expanded considering the characteristics of the central urban area and areas outside the city center. In particular, the Dongdaemun area, which was removed from the maintenance scheduled zone in 2016, will be re-designated as a maintenance scheduled zone to induce urban revitalization. Outside the city center, 11 selected areas will be designated as maintenance possible zones considering the strengthening of central functions and regional balanced development as outlined in the '2040 Basic Plan'.
Use inducement adjustments and public contributions will be rationally adjusted by region. According to the development strategies for each center presented in the '2040 Basic Plan', floor area ratio incentives will be given when introducing uses to be promoted in each region. Also, the burden rates by zone, which have been maintained for about 40 years, will be reorganized to reflect current conditions.
Additionally, instead of mandating the creation of open green spaces covering more than 30% of the site during maintenance projects, height restrictions that were rigidly set at 90m or less will be relaxed. Floor area ratio and height incentives will also be applied for exceeding the required amount of publicly accessible open spaces. New items have been added to grant floor area ratio incentives when open green space exceeds mandatory standards in cases such as ▲entering into building agreements through road greening ▲undergrounding street obstructions during joint development ▲developing low-rise sections linked with above-ground green spaces.
Furthermore, various urban residential types will be introduced in the city center, and various incentives such as relaxing parking standards will be supported. To create mixed-use live-work cities, various urban residential types such as apartment complexes, urban lifestyle housing, co-living houses, and share houses will be introduced.
The existing policy principle of applying a residential ratio of 90% or less of the total floor area ratio when introducing residential main uses has been maintained. Considering the hierarchy of centers (city center, metropolitan, regional, district, etc.) and regional conditions, Yeongdeungpo and metropolitan centers are planned with a maximum residential ratio of 80%, and 12 regional centers with a maximum of 90%.
To expand urban residential supply, floor area ratio incentives based on residential complex ratios have been increased from the previous 50% to a maximum of 100%, and institutional improvements will be pursued to relax parking installation standards in commercial areas.

Based on these contents, the city has prepared a reorganization plan for the '2030 Seoul City Urban and Residential Environment Maintenance Basic Plan (Urban Maintenance-type Redevelopment Project section)' and has been conducting a public inspection for residents from the 30th of last month until the 13th of this month. Afterwards, it plans to finalize the announcement in December after hearing opinions from the city council and reviewing by the Urban Planning Committee.
