Operation Plan for Suwon Yeongtong Incineration Plant to Be Decided Through 'Public Deliberation'
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Suwon City in Gyeonggi Province is preparing a forum to hear citizens' opinions in order to establish a reasonable operation plan for the Yeongtong Incineration Plant.
Suwon City announced that it will promote public deliberation to decide on a reasonable operation plan for the Resource Recovery Facility (Yeongtong Incineration Plant) and will recruit citizens to participate in the deliberation from the 24th of this month to the 2nd of next month.
Public deliberation refers to a process in which citizens, stakeholders, and experts participate in a thorough discussion regarding issues or policies where social conflicts are expected or have occurred.
Mayor Lee Jae-jun of Suwon made "relocation of the Resource Recovery Facility and deciding the operation direction of the facility through citizen public deliberation" a key pledge in the recent nationwide local elections.
The city plans to select the optimal alternative for the operation plan of the Resource Recovery Facility through a residents' listening session (once) for Yeongtong-gu residents and two deliberation discussions involving Suwon citizens by the 24th of next month, followed by implementing subsequent measures.
Earlier, starting from the 28th of last month, the city consulted with local lawmakers, city and provincial council members, and members of the "Resource Recovery Facility Public-Private Task Force Team" regarding the operation of the public deliberation, and finalized detailed matters such as the design of the deliberation process, participant composition, discussion topics, and public disclosure and promotion of the deliberation.
The deliberation discussions, hosted by a professional discussion organization, will be held twice on the 17th and 24th of next month.
The discussion topics include ▲ the necessity and issues of the Resource Recovery Facility ▲ reasonable operation directions and short-term measures ▲ proposals to enhance resident acceptance. On-site discussions will be broadcast live through Suwon City's YouTube channel.
The 200 citizens participating in the public deliberation will be allocated according to the population of each district. However, the number of participants will be increased for residents of Yeongtong 1, 2, and 3-dong and Woncheon-dong, which are areas surrounding the Resource Recovery Facility.

A city official stated, "We hope this public deliberation will, in the short term, serve as an opportunity for all citizens to empathize with the difficulties of residents around the Resource Recovery Facility and widely spread the necessity of waste reduction," adding, "In the long term, we hope to finalize directions for relocating the Resource Recovery Facility and improving the environment to protect the health rights of residents around the facility."
