Seongnam Mayor Shin Sang-jin: "Cut Wasteful Budget to Invest in Disaster Recovery"
[Asia Economy (Seongnam) = Reporter Lee Young-gyu] Shin Sang-jin, mayor of Seongnam City, announced that he will reduce wasteful budgets and allocate them to disaster recovery. He also urged public officials to actively participate in disaster recovery efforts.
On the 23rd, Mayor Shin presided over an expanded executive meeting attended by all senior officials of grade 5 and above at the Hannuri Room of Seongnam City Hall, ordering the full mobilization of equipment and personnel related to flood recovery to promptly handle debris in the Tancheon stream.
He further instructed to ▲ reduce repetitive, ceremonial, and wasteful budgets and allocate as much as possible to disaster recovery budgets ▲ continue disinfection and quarantine until the flooded areas are fully restored ▲ strengthen monitoring of flood damage situations ▲ conduct thorough verification upon completion of houses adjacent to mountains and prepare preemptive measures against winter heavy snowfalls.
Additionally, he requested ▲ promotion of smart city initiatives ▲ active support for industrial sites ▲ establishment of effective measures for a 'Zero Solitary Death City' ▲ conducting services based on selection and concentration ▲ formation of a task force for recovering excess profits from Daejang-dong.
Earlier, Seongnam City was declared a special disaster area on the 22nd.
Seongnam recorded a cumulative rainfall of 470mm from the issuance of a heavy rain warning at 1:10 PM on the 8th until its cancellation at 2:30 AM on the 10th. So far, 622 property damage cases have been reported, with estimated recovery costs of 23.3 billion KRW.
In particular, damages include 207 cases of flooded houses and buildings such as the suspension of operations at the Seongnam Water Quality Restoration Center, 158 cases of soil erosion, 145 cases of road damage, 41 cases of tree falls, collapses of retaining walls and parking lots, landslides, Tancheon stream flooding, bridge collapses, and isolation of residents.
The heavy rain caused 432 households with 1,116 people to become disaster victims or temporarily evacuated. Among them, 46 households with 108 people are living in four temporary housing facilities within administrative welfare centers and comprehensive social welfare centers.

When declared a special disaster area, 50 to 80% of the local government’s share of disaster recovery costs is supported by the national treasury. This reduces the financial burden on local governments, ensuring smooth restoration of damaged facilities and support for residents' livelihood stabilization.
