On the 23rd (local time), the U.S. Embassy in Ukraine stated, "The U.S. Department of State has information that Russia is accelerating efforts to target civilian infrastructure and government facilities in Ukraine in the coming days," issuing this guidance.
The embassy urged, "If it is safe, Americans should leave Ukraine using available ground transportation personally accessible to them."
This evacuation advisory from the U.S. government is interpreted as a response to rising tensions ahead of Ukraine's Independence Day on the 24th.
On the 20th, Russia announced the results of an investigation into a vehicle explosion near Moscow, calling it a "Ukrainian operation." The vehicle reportedly carried the daughter of Aleksandr Dugin, who is known to have influenced Russian President Vladimir Putin's decision to invade Ukraine. She is believed to have died in the incident.
In response, the Ukrainian government, anticipating an escalation of Russian offensives, banned Independence Day events in Kyiv.
