Busan Nampohang has been managed by Busan City under delegated authority from the Ministry of Oceans and Fisheries, but since 2021, following the enforcement of the Local Transfer Act, the city has held the status of port management authority and manages Busan Nampohang.
As the management authority of Busan Nampohang, the city started a project last June to establish the ‘Busan Nampohang Area Comprehensive Development Master Plan,’ a development plan that links and develops marine, fisheries, and tourism resources in Busan Nampohang and its vicinity to drive growth in the old downtown areas (Jung, Seo, and Yeongdo districts), aiming to present a mid- to long-term development strategy through a future-oriented comprehensive port development plan.
This citizen opinion collection is promoted to incorporate citizens’ creative ideas into the ‘Busan Nampohang Area Comprehensive Development Master Plan’ being established by the city, thereby enhancing the completeness of the master plan.
There are no separate forms or restrictions; citizens can freely write their opinions and submit them via email to the Busan City Maritime and Port Department or the project contractor ‘Hangaram’ by March next year.
At the project kickoff meeting for the Busan Nampohang Area Comprehensive Development Master Plan held on the 8th, the city discovered several innovative strategies through free brainstorming discussions with stakeholders, and it expects to find creative ideas through this citizen opinion collection as well.
Opinions presented at the kickoff meeting include ▲consideration of introducing future-oriented transportation means linked to nearby tourist sites and Nampohang such as UAM (Urban Air Mobility, drone taxis), marine buses, and marine taxis ▲creative utilization plans for the Namoehang breakwater such as creating a floating hotel ▲tourism resource development using media facade videos ▲creating a safe port by integrating Internet of Things (IoT) technology, among others.
The city plans to comprehensively review the feasibility and constraints of the opinions proposed at the kickoff meeting and citizen opinion collection before deciding whether to reflect them in the ‘Busan Nampohang Area Comprehensive Development Master Plan.’
Kim Byung-gi, Director of the City’s Marine Fisheries Bureau, said, “There are many tourist resources and future food industry projects concentrated in the Busan Nampohang area between Yeongdo and Songdo, and we expect citizens to propose creative and diverse ideas to link and develop these.” He added, “The city will continue to do its best to recreate Busan Nampohang as a future-oriented area led by citizens.”

In addition to this citizen opinion collection, the city plans to form an advisory committee consisting of related experts including the Busan City Council to establish a solid ‘Busan Nampohang Area Comprehensive Development Master Plan.’
