Seoul City Installs Barriers for 'Eoullim Plaza Development'
Welfare and Cultural Complex Facility for Disabled and Non-Disabled People Established in Deungchon 1-dong, Gangseo-gu
[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 4th that it has begun preliminary work, including the installation of barriers, for the construction of Eoullim Plaza in Deokchon 1-dong, Gangseo-gu (489 Gonghang-daero).
Eoullim Plaza is a welfare and cultural complex facility used jointly by people with disabilities and those without, and will be constructed with a total floor area of 23,758㎡ across 5 above-ground floors and 4 basement levels. Specialized spaces for people with disabilities will include training facilities and a dental hospital for the disabled, while shared spaces for both residents and people with disabilities will feature a library, performance hall, swimming pool, and other facilities.
Since establishing the plan to build Eoullim Plaza on the former Korea Information Society Development Institute site in 2015, Seoul has now entered the preparation phase for full-scale construction after seven years. The city has been gathering residents' opinions and fostering understanding of the construction through public hearings, briefings, and meetings with residents. Additionally, reflecting residents' feedback, the project plan was revised to expand parking lots and add convenience facilities such as a swimming pool.

Ko Gwang-hyun, Director of the Seoul Metropolitan Government's Disability Welfare Policy Division, said, “We fully understand the concerns of parents at Baekseok Elementary School and nearby residents,” adding, “We will listen to residents' opinions to ensure the construction proceeds safely, and make Eoullim Plaza a place where people with and without disabilities can naturally come together in daily life without inconvenience.”
