Seogangseok, Elected Songpa District Mayor in the 8th Local Election, Emphasizes Basic Principles for Public Officials and Diligently Works to Create a 'Working Organization' Atmosphere Dedicated to Serving Residents
[Asia Economy Reporter Park Jong-il] Since being elected as the representative of 670,000 Songpa-gu residents, Seogang-seok, the Mayor of Songpa District, has been praised for his efforts to establish basics and principles while happily serving the residents.
Mayor Seo challenged the 8th term of the Songpa District Mayor election, winning by a large margin through the preliminary and main elections, and is continuing an exciting journey together with the residents.
Mayor Seo graduated from the University of Seoul, passed the civil service exam, and served as Chief Secretary to the Mayor, Director of the Seoul Human Resources Development Institute, and Director of the Finance Bureau, making him a senior official with principles and competence.
However, due to his experience as Chief Secretary to Mayor Lee Myung-bak, he went through the hardship(?) of serving as the head of the Seoul Agricultural and Marine Products Corporation headquarters, but he did not give up on his dream of running for mayor and retired honorably at grade 1.
Afterwards, he attempted to run for Seoul district mayor twice but failed to pass the threshold; however, he continued preparing and made a spectacular comeback as the 8th term Songpa District Mayor.
A former senior Seoul city official said, “Mayor Seogang-seok consistently prepared for the mayoral position and eventually succeeded like a resilient figure,” adding, “He is now happily living the second act of his life.”
In particular, Songpa District is a powerful autonomous district ranking third after Gangnam-gu and Seocho-gu in terms of population and finances.
Because of this, Mayor Seo has been making efforts to renew the atmosphere of the Songpa District office since his inauguration.
He engraved the phrase “Songpa Running Again: Creativity and Innovation in District Administration” at the entrance of the district office building, showing his determination to refresh the public service atmosphere.
Especially, in his first regular assembly, Mayor Seo urged employees to uphold the basic attitudes required of public officials, such as integrity, obedience, and prohibition of leaving the workplace, striving to build an organization faithful to fundamentals.
Recently, the labor union has been making claims related to personnel authority as previously agreed, but personnel authority is the exclusive right of the mayor directly elected by Songpa residents, and the union is being urged to operate “within the scope of the Public Officials Labor Union Act.”
This reflects Mayor Seo’s fundamental philosophy to correct the disordered atmosphere in the public service.
While being faithful to these principles, Mayor Seo is known to respond flexibly to general administrative tasks.
In particular, he is making utmost efforts and has prepared measures to show boundless respect and courtesy to veterans who sacrificed for the country.
Along with this, he has declared and begun to boldly cut unnecessary budget expenditures.
Mayor Seo is expected to create a “working Songpa District” by carrying out a large-scale personnel reshuffle along with organizational restructuring around September, firmly establishing a renewal atmosphere.
This confidence is believed to stem from the know-how Mayor Seo accumulated through his two previous attempts at the mayoral position.
These days, Mayor Seo is increasing contact with residents by touring various roads in Songpa-gu, cleaning, and repairing damaged areas.
A Songpa-gu resident, Mr. Han, praised, “Mayor Seogang-seok, having served as a senior official in Seoul City, seems to be a mayor with clear competence in local administration,” adding, “He is also very flexible in interacting with residents.”
Mayor Seogang-seok said, “As the mayor elected by about 670,000 Songpa residents, I will do my best to improve the quality of life of Songpa residents.”
