Best 'Ulsan Hydrogen Green Mobility Regulatory Free Zone' Competes in Ministry of the Interior and Safety Contest
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] Ulsan City will hold an award ceremony for the ‘2022 Ulsan City Regulatory Innovation Best Cases’ at 11 a.m. on the 29th in the Executive Vice Mayor’s Office on the 7th floor of the main building.
This year’s best cases were selected from 17 regulatory innovation cases promoted from January 2021 to June this year, through the evaluation of eight judges, selecting one grand prize, two excellence awards, and three encouragement awards, totaling six cases.
The judging criteria included creativity, difficulty, effectiveness, and potential for dissemination.
The grand prize was awarded to the Ulsan City Energy Industry Division’s case of ‘Designation of Ulsan Hydrogen Eco-friendly Mobility (Green Mobility) Regulatory Free Zone.’
This case overcame the limitation of being unable to commercialize products due to the absence of related regulations, despite possessing various hydrogen mobility product manufacturing technologies using hydrogen fuel cells as power sources, such as hydrogen ships and hydrogen forklifts.
It is a case that relaxed regulations related to new industries through designation as a regulatory free zone, approval of demonstration exceptions, commencement of commercialization demonstrations for hydrogen fuel cell indoor logistics transport machines and ships, and proposals for legal amendments.
Ulsan City expects effects such as regional investment, creation of quality jobs, and revitalization of the local economy through this regulatory free zone system.
The excellence awards were given to △ ‘Ulsan Hydrogen Tram,’ the first in Korea, moving toward an eco-friendly city (Ulsan City Metropolitan Transportation Policy Division) and △ regional revitalization through the advancement of the Yeongnam Alps 9 Peaks Completion Certification Project (Ulju-gun Tourism Division).
The encouragement awards were given to △ ‘Giving Wings to the Growth of Ulsan Local Food Companies’ (Ulsan City Industrial Location Division) △ ‘Creating a New Access Road to the Disappeared Farmland through Public-Private Cooperation in the Double-Track Railway Project’ (Buk-gu Agriculture, Fisheries and Food Division) △ and ‘Creating a Youth Hope City that Attracts Young People’ (Ulsan City Social Innovation Officer).
The prize money is 1.5 million KRW for the grand prize, 1 million KRW for the excellence awards, and 500,000 KRW for the encouragement awards.
Executive Vice Mayor Jang Su-wan said, “Through the award ceremony for the regulatory innovation best cases, I hope to boost the morale of the employees who vigorously promoted regulatory improvements and that the best cases will spread to become stepping stones for further regulatory innovation.”

The 2022 regulatory innovation best cases are scheduled to participate in the Ministry of the Interior and Safety’s Local Regulatory Innovation Competition in August.
