[Asia Economy Reporter Kim Hyung-min] Hwang Cheol-gyu, President of the International Association of Prosecutors (IAP), attended the 16th Commonwealth Heads of Prosecution Agencies Conference (HoPAC) held in London, UK, from the 13th to the 15th (Korean time).
According to the IAP on the 24th, President Hwang explained the IAP's position through a keynote speech and a series of meetings with prosecutors general from participating countries at the conference, urging the Commonwealth prosecutors to take a leading role in international criminal cooperation.
The Commonwealth Heads of Prosecution Agencies Conference is composed of federal and state prosecutors general from the UK and countries formerly under British rule. The 16th conference was held under the themes of "COVID-19 and Digital Transformation," "Types and Threats of New Crimes," and "Economic Crimes and Asset Freezing and Forfeiture."
Participants agreed on the necessity of integrating advanced technology into criminal procedures due to delays in investigations and trials following the spread of COVID-19. They unanimously emphasized the need for active responses and related legislation regarding cybercrime, crimes involving 3D-printed firearms, cryptocurrency-related economic crimes, war and terrorism crimes, espionage crimes, and domestic violence crimes.

They also discussed the expansion of civil forfeiture systems, shifting the burden of proof for recovering criminal proceeds, strengthening information sharing among law enforcement agencies, and how to counter money laundering involving cryptocurrencies.
