Ministry of the Interior and Safety Launches 'Public-Private Joint Government Organization Diagnosis Task Force'... First Meeting on the 13th
Government to Streamline Organizational Structure and Workforce
[Asia Economy Reporter Lim Cheol-young] On the 12th, the Ministry of the Interior and Safety announced that it will promote a cross-ministerial organizational diagnosis through a public-private joint effort to establish a "flexible and efficient government system," a national agenda.
Accordingly, on the 13th, the Ministry of the Interior and Safety will hold the inaugural meeting (Kick-off Meeting) of the 'Public-Private Joint Government Organization Diagnosis Promotion Team' at the Government Seoul Office. This cross-ministerial organizational diagnosis aims to identify areas of functional decline and inefficiency, and to streamline similar or overlapping organizations and personnel. It will be conducted under the 'Public-Private Joint Government Organization Diagnosis Promotion Team,' composed of government officials, academia, and field experts.
The promotion team will be co-led by public and private sectors, with the private sector leader being Professor Won Suk-yeon (Department of Public Administration, Ewha Womans University), president of the Korean Association for Public Administration, and the government side leader being the Director of Government Innovation and Organization at the Ministry of the Interior and Safety. The team consists of a general diagnosis group that plans and oversees the overall organizational diagnosis and on-site diagnosis groups for each ministry. The on-site diagnosis will be conducted collaboratively by various private experts such as professors, researchers, and consultants with rich experience in government administration, policy research, and fieldwork, along with organizational management officials from the Ministry of the Interior and Safety and each ministry.
First, each ministry will conduct its own organizational diagnosis by the end of August and submit the diagnosis results to the Ministry of the Interior and Safety. Through a comprehensive review of inefficiencies in functions, organizations, and personnel operations, each ministry will derive plans for personnel reallocation, efficiency improvements, and organizational restructuring. The public-private joint promotion team will verify the results of each ministry’s self-diagnosis from September and conduct a comprehensive on-site diagnosis, including checking for necessary improvements and actions in organizational operation systems.

Professor Won Suk-yeon of the Department of Public Administration at Ewha Womans University, who serves as co-leader, stated, “This cross-ministerial organizational diagnosis is significant in that the private sector and government collaborate to examine inefficiencies in government organization and personnel operations.” She added, “Through this diagnosis, we will carefully examine whether the government has established an organizational system and core competencies capable of effectively responding to the rapidly changing administrative environment and the complex crises it faces.”
