Kim Dong-yeon Orders Formation of 'Special Committee on Livelihood Measures' at First Executive Meeting

View original image[Asia Economy (Suwon) = Reporter Lee Young-gyu] After signing the 'Comprehensive Plan for Emergency Economic Response and Livelihood Stabilization' as his first approval since taking office, Gyeonggi Province Governor Kim Dong-yeon has now issued his first directive to public officials, ordering the formation of a 'Special Committee on Livelihood Measures.'
On the 4th, while presiding over the first executive meeting of the 8th elected term at the Gyeonggi Provincial Government Office, Governor Kim said, "On the 1st, I approved the 'Gyeonggi Province Emergency Economic Response Measures Comprehensive Plan' as the first order to address the livelihood economic crisis," adding, "I hope to establish a Special Committee on Livelihood Measures that aligns with this first approval."
He continued, "Prices are unstable, and the economic downturn caused by COVID-19 seems likely to continue, so there is a high possibility that the economy of Gyeonggi Province and the lives of its residents will become more difficult," urging, "I ask the two vice governors (Administrative 1st and 2nd Vice Governors) to discuss and prepare a proposal."
He further stated, "Going a step further, once the Gyeonggi Provincial Assembly is normalized, I hope to create a consultative body involving the ruling and opposition parties," adding, "My wish is to establish a consultative body with both parties working together, but first, I want Gyeonggi Province to form the Special Committee on Livelihood Measures."
The meeting was held as a greeting ceremony where the governor met not only all executives of the Gyeonggi Provincial Government but also employees for the first time since taking office, and it was broadcast live through the internal broadcasting system of the provincial government office.
Governor Kim mentioned that all employees were participating in the meeting together and asked the staff to focus on three directions for future provincial administration: 'plate-breaking administration,' 'discarding administration,' and 'field administration.'
First, Governor Kim said, "I will tolerate breaking plates while working. It is hard to tolerate plates gathering dust because of not working. This is how I express proactive administration," emphasizing, "I hope to protect, encourage, and promote employees who work hard, even if plates get cracked or broken in the process of cleaning them."
'Discarding administration' refers to innovative administration. Governor Kim said, "I hope everyone reflects on how much the work currently being done contributes to the development of our province and the improvement of residents' quality of life," adding, "I want Gyeonggi Province to take the lead in eliminating unnecessary tasks, procedures, and customs."
He also said, "All problems are on the ground, and all answers are on the ground. I will take the lead in eliminating reports and desk-bound administration," adding, "During the campaign period, I met many ordinary neighbors in the field and realized many things. From now on, I want our administration to prioritize the field, understand each individual's heart, and approach with a humble attitude," urging for field administration.
The executive meeting was attended by about 40 people, including the Administrative 1st Vice Governor, Administrative 2nd Vice Governor, heads of departments, heads of affiliated agencies, heads of business offices, and the Chairperson of the Autonomous Police Commission. It lasted about 1 hour and 30 minutes in a format of freely exchanging opinions without separate materials.
Heads of departments expressed expectations for communication administration with the governor, mentioning issues such as partitioned administration, the establishment of Northern Gyeonggi Province, and field administration.

Governor Kim said, "I hope to avoid authoritarianism and have horizontal communication. If you have different opinions or new proposals in the future, please feel free to speak," adding, "I do not want work to be done vertically and rigidly in a coordinated manner. While efficient execution of decided policies is necessary, I hope for open discussions without formality in the decision-making stage or when setting directions."
