Increase in Asian Exports Offsets Decline in Europe
"Russian Crude Oil Production Nears Pre-Pandemic Levels, Not Decreasing"
[Asia Economy Reporter Kim Jung-wan] Although the international community, led by the West, reduced crude oil imports to pressure Russia, the sanctions' effectiveness has been undermined as India and China increased their imports of Russian crude oil, reported the Wall Street Journal (WSJ) and the New York Times (NYT) on the 21st (local time).
Senior executives in India's oil industry told WSJ that in recent weeks, government officials have been strongly encouraging them not only to continue importing Russian crude oil but also to explore ways to take advantage of discounted Russian oil prices. As a result, the state-owned Indian Oil Corporation is reportedly negotiating additional supply contracts with Rosneft, Russia's largest state-owned oil company.
According to energy information provider Kpler, India's imports of Russian crude oil have increased more than 25 times compared to before the invasion of Ukraine at the end of February. In June, India's average daily imports of Russian crude oil surged to 1 million barrels.

In May this year, Indian oil companies received an average of 819,000 barrels of oil per day from Russia, three times the supply in April. Due to the surge in exports, Russia surpassed Saudi Arabia in India and became the second-largest oil exporter after Iraq.

According to the New York Times (NYT), China's imports of Russian crude oil in May increased by 28% compared to the previous month, reaching an all-time high. Russia surpassed Saudi Arabia to become China's largest crude oil supplier.
The NYT reported that the reduction in Russian crude oil imports by South Korea and Japan accounts for only a portion of the increased purchases by China and India. Viktor Katona, an analyst at Kpler, said, "Asia has rescued Russian crude oil production," adding, "Russian crude oil production has not decreased further but is nearly back to pre-pandemic levels."
The increase in exports to Asia mostly offsets the decrease in Europe. Russia sent an average of 554,000 fewer barrels per day to Europe from March to May but exported 503,000 more barrels per day to Asia during the same period. Of the increased exports to Asia, 165,000 barrels per day went to China.
The West imposed economic sanctions on Russian crude oil, which accounts for a significant portion of the Russian economy, to pressure Russia, but the world's most populous countries, China and India, openly purchased large quantities of Russian crude oil, rendering the sanctions ineffective.
Meanwhile, the United States and other sanctioning countries are facing soaring oil prices and the worst inflation, raising concerns about an economic recession.
On the 22nd (local time), the NYT assessed, "The West's efforts to strangle Russian crude oil exports are backfiring." It also stated that the United States is the one suffering from the sanctions on Russian crude oil, while Russia is mocking the situation.

Alexey Miller, chairman of Gazprom, Russia's state-owned natural gas company, said at an economic conference held last week in Saint Petersburg, "Europe has reduced its imports of Russian natural gas by tens of percent, but prices have increased several times," adding, "We have no complaints against Europe."
