[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 19th that it will expand the scale and functions of the ‘Cheongnyeon Hwalryeokso’ (Youth Vitality Center), which supports youth support projects in one place, and start operating it on the basement level 1 of Seoul City Hall from the 20th.
Cheongnyeon Hwalryeokso is a ‘comprehensive youth support facility’ that helps young people, currently called the ‘N-po generation,’ not to give up on their future and hope by providing support for employment, finance (Young Tech), psychology (mental health), and support for wounded veterans. The Cheongnyeon Hwalryeokso on the basement level 1 of Seoul City Hall is a total of 432㎡ (about 130 pyeong) in size. The area has been expanded by 251㎡ (about 76 pyeong) from the existing 181㎡ (about 54 pyeong). This space consists of two study cafes for 4 and 6 people, one employment counseling room, two Seoul Young Tech counseling rooms, two youth mental health counseling rooms, and one youth wounded veterans counseling center. It is free for any youth under the age of 39 to use.
The ‘study cafe’ is a space for young job seekers to prepare for employment and exchange information, equipped with basic equipment for employment study such as large monitors and whiteboards. In the 6-person study cafe room, various youth employment support programs such as employment special lectures, self-introduction letter consulting, and resume photo shoots are held daily from 1 p.m. In the ‘employment counseling room,’ two career counselors reside to provide professional career and employment counseling, offer various support policies and recruitment information necessary for establishing employment strategies, and provide intensive professional employment counseling for young wounded veterans in need of jobs.
The Seoul Metropolitan Government also expects a synergistic effect linked with the ‘Cheongnyeon Hwalryeokso’ specialized in employment support, which has been operating on the basement level 1 of Seoul City Hall since December last year. In line with the non-face-to-face employment trend changed by COVID-19, it provides free spaces such as video interview rooms and self-introduction video rooms. Through both facilities, young people can use a one-stop employment service that leads to ▲employment counseling ▲study activities ▲job interviews.
In the ‘Seoul Young Tech Counseling Room,’ customized one-on-one financial counseling is provided to support systematic asset formation and economic independence of youth, including comprehensive financial counseling, credit score management, income and expenditure management, and analysis of already subscribed financial products. After completing counseling (an average of two sessions), a report reflecting the counseling results is also provided. The ‘Youth Mental Health Counseling Room’ is also operated to care for the mental health of young people exhausted by depression and anxiety. Counseling hours are from 9 a.m. to 8:30 p.m. from Monday to Saturday, and it can be used through prior reservation on the Youth Mongttang Information Platform.
The ‘Youth Wounded Veterans Counseling Center,’ a one-stop counseling window opened on March 25 for young veterans discharged due to injuries during military service, which was the first in the nation, has also been relocated and expanded to the ‘Cheongnyeon Hwalryeokso’ opened on the basement level 1 of Seoul City Hall in Gongdeok-dong, Mapo-gu. With five youth support projects gathered in one place, a youth who comes for employment counseling can also make reservations for financial (Young Tech) or psychological (mental health) counseling services, and a youth visiting the Youth Wounded Veterans Counseling Center can also obtain career and employment information, expecting a synergistic effect.
Also, since Seoul City Hall, where the ‘Cheongnyeon Hwalryeokso’ is located, is a transfer station where subway lines 1 and 2 pass and is located in the center of Seoul, accessibility is very excellent, allowing many young people to easily visit and conveniently use the facility.

Hwang Bo-yeon, Director of the Seoul Metropolitan Government’s Economic Policy Office, said, “I hope that the ‘N-po generation’ youth who are giving up on employment, assets, housing, and marriage in difficult realities will become the ‘NO-po generation’ who do not give up their dreams at the Cheongnyeon Hwalryeokso,” and added, “We will continue to promote various youth support policies, including the Cheongnyeon Hwalryeokso, to accompany more young people in the future.”
