"Demanding the Chairmanship of the Legislative Committee Without Fulfilling Preconditions"
[Asia Economy Reporter Park Jun-yi] Woo Sang-ho, Emergency Response Committee Chairman of the Democratic Party of Korea, urged the ruling party to make full concessions regarding the negotiation of the National Assembly organization, including the appointment of the chairman of the Legislation and Judiciary Committee.
On the 13th, at the first Emergency Response Committee meeting held at the National Assembly, Chairman Woo stated, "I urge Kwon Seong-dong, floor leader of the People Power Party, to either implement the agreement on the Legislation and Judiciary Committee or, if not implemented, decide according to the number of seats."
He referred to last year's agreement between the ruling and opposition parties on the distribution of the Speaker and the chairman of the Legislation and Judiciary Committee, claiming that the ruling party is not adhering to the preconditions. Chairman Woo said, "The precondition of the agreement on the Legislation and Judiciary Committee is that the committee does not dominate like an upper house and interfere with the content of major bills in all standing committees," adding, "This agreement is based on the premise that the Legislation and Judiciary Committee functions as an ordinary standing committee."
He continued, "Pressuring to hand over the chairmanship without changing the authority of the Legislation and Judiciary Committee while not fulfilling the preconditions is putting the cart before the horse," and emphasized, "Given that solving livelihood issues is impossible without normalizing the National Assembly, I urge the ruling party to make full concessions to fulfill the National Assembly's responsibilities amid recent events such as the Cargo Solidarity strike, price instability, and security concerns."

Chairman Woo asserted, "For the normalization of the National Assembly, concessions from the ruling party are a prerequisite," and added, "The main responsibility for resolving the political situation lies with the government and the ruling party." He also stated, "The opposition will cooperate where necessary as a partner in state affairs," and emphasized, "First, the government and ruling party, especially the ruling party, should present a concession plan for the normalization of the National Assembly."
