[Asia Economy Sejong=Reporter Kwon Haeyoung] The government will introduce a pilot special case system for national contracts to support the entry of innovative and new industries into the public procurement market.
At the 26th Cabinet meeting held on the 7th, the government deliberated and approved the "Partial Amendment to the Enforcement Decree of the National Contract Act," which includes this content. The amendment will be promulgated and take effect immediately on the 14th.
First, the pilot special case system for national contracts will be implemented. The current contract system is based on standardized goods and services, making it difficult for innovative and new industries to enter the procurement market. Going forward, national institutions will first introduce innovative contract systems and operate them on a pilot basis, after which the Ministry of Economy and Finance will review whether to institutionalize them formally.
An official from the Ministry of Economy and Finance stated, "Through this, we expect to support innovative and new industries and enhance the flexibility and adaptability of the national contract system."
Even if a company that has signed a contract with the government or public procurement fails to fulfill the contract, the contract deposit for the portion of construction or delivery that has been partially completed will be excluded from forfeiture to the state treasury, thereby easing the burden on small and medium-sized enterprises.
Additionally, to strengthen the expertise and fairness of the National Contract Dispute Mediation Committee, which consists of 15 members, the number of private members such as contract-specialized lawyers and professors will be increased from 6 to 8. Conversely, government members will be reduced from 9 to 7.
