Jangheung-gun "Prepare for the Forestry and Forest Public Payment System"
For Foresters with Non-Agricultural Total Income Under 37 Million KRW
[Asia Economy Honam Reporting Headquarters Reporter Jeong Seunghyun] Jangheung-gun, Jeollanam-do announced on the 16th that it is accepting registrations and applications for forestry business entities targeting forestland in relation to the government policy of the ‘Forestry and Forest Public Interest Direct Payment System.’
The Forestry and Forest Public Interest Direct Payment System was established to secure the continuous public functions of forests and to compensate for the low income of forestry workers.
The project is scheduled to be implemented on October 1, and payments will be made only to forestland registered under forestry business entities during the period from April 1, 2019, to September 30, 2022.
Registration and application for forestry business entities targeting forestland can be submitted and inquired at the Western Regional Forest Service.
The Forestry and Forest Public Interest Direct Payment System is broadly divided into two areas: direct payments for forest product production and direct payments for silviculture.
Direct payments for forest product production are provided to forestry workers engaged in short-term income forest product production in forest areas. For small-scale forest households (0.1ha to 0.5ha), 1.2 million KRW per household is paid.
For area-based direct payments (0.1ha or more), payments vary according to the standard area of the eligible forestland.
Direct payments for silviculture involve planting and nurturing trees according to forest management plans in forest areas, and payments are made based on the standard area of the eligible forestland.
Forestlands excluded from the Forestry and Forest Public Interest Direct Payment System include national and public forests, forestlands applying for other direct payments, forestland with conversion permits, and industrial complexes.
Eligibility requirements for recipients include having a comprehensive income amount excluding agriculture of less than 37 million KRW, engaging in forestry for more than 90 days annually, and residing in rural areas (eup/myeon) of the same or adjacent city/county/district where the forestland is located (payments may be made if the main occupation criteria are met otherwise).
For forest product production, annual sales of forest products must be 1.2 million KRW or more. For silviculture, the forestland must have received forest management approval and be within 10 years of silvicultural execution (such as afforestation or forest tending).

A county official emphasized, “If you wish to receive the 2022 direct payment this year, registration as a forestry business entity targeting forestland must be completed by May 31, 2022. Even if you do not receive the direct payment this year, payments will only be made to forestlands registered under forestry business entities by September 30, 2022, so please be sure to complete the registration through the Western Regional Forest Service.”
