Government to Provide 'Intellectual Property' Consultation via National Secretary 'Guppi' Chatbot Starting from the 17th
Consultation Services for Patents, Utility Models, Designs, and Trademarks
[Asia Economy Reporter Lim Cheol-young] From now on, citizens will be able to receive consultations about intellectual property rights 24 hours a day, 365 days a year through the chatbot of the national secretary ‘Guppi’.
On the 16th, the Ministry of the Interior and Safety announced that, in collaboration with the Korean Intellectual Property Office, starting from the 17th, the chatbot of the national secretary ‘Guppi’ will provide consultation services regarding the overview of intellectual property rights, applications, examinations, registrations, fees, and more.
To receive consultation services related to intellectual property rights via the chatbot, users can access the Patent Customer Service Center website or the national secretary chatbot website, and by typing questions into the chat window, the AI chatbot will find the most appropriate answers to provide consultation services.
As the importance of intellectual property is emphasized in the era of the 4th Industrial Revolution, consultation services related to intellectual property rights have so far only been available during government office hours, causing inconvenience to users. Going forward, citizens will be able to receive intellectual property consultations without time restrictions, significantly enhancing user convenience.
The chatbot of the national secretary ‘Guppi’ is a service that allows easy access to civil complaint consultations anytime and anywhere via the internet or mobile devices, requires no separate membership registration, and currently provides consultations in 12 administrative fields including electronic customs clearance.
Meanwhile, the national secretary ‘Guppi’ not only offers chatbot consultation services but also provides personalized notification services through frequently used private apps. It delivers alerts about personal lifestyle information such as deadlines for paying traffic fines and penalties, which are easy to miss, as well as vaccine appointment notifications, establishing itself as a representative government administrative service used by one in four citizens.

Lee Se-young, Director of the Public AI Policy Division at the Ministry of the Interior and Safety, said, “Through the AI chatbot, citizens can receive civil complaint consultation services regardless of time and place,” and added, “In June this year, we plan to expand chatbot consultation services by additionally providing consultations on ‘National Call 110’ and ‘Driver’s License and Traffic Safety Education.’”
