This stance came just one day after the Presidential Office's National Security Office condemned North Korea's ballistic missile launch as a serious provocation, indicating that despite the military demonstration, the possibility of humanitarian aid such as vaccines remains open.
On the 13th, the Presidential Office stated in the afternoon, "It is known that the number of suspected COVID-19 infections has surged in North Korea due to a large-scale outbreak," adding, "Specific support plans will be discussed with the North Korean side."
The government had previously announced a policy of humanitarian aid to North Korea despite the missile launch provocation. In particular, Unification Minister nominee Kwon Young-se mentioned at the National Assembly, "We are willing to actively assist North Korea in areas where they are facing difficulties," and "We will prepare as much as possible to provide support immediately when possible."
A senior official from the Presidential Office also explained, "We have not received any contact from the North," and added, "It is not that our government has changed its position, but rather that we share concerns about the humanitarian situation in North Korea and will observe while reviewing what can be done together with the international community."
However, there are variables that could affect the actual provision of aid. The official referred to a message from Choson Sinbo stating that "the necessary means for strengthening quarantine have been established and an independent quarantine system in the North Korean style has been completed," suggesting, "(North Korea) may consider that they do not need our help," and said, "We will observe what North Korea's intentions are and whether additional humanitarian measures need to be considered."
