Jo Joo-hyun, currently the Director of the Small Business Policy Office at the Ministry of SMEs and Startups, was appointed as the Deputy Minister of the Ministry of SMEs and Startups on the 9th. He is a seasoned bureaucrat recognized as a policy expert in the fields of small and medium enterprises, venture businesses, and small merchants.
He graduated from Seoul National University with a degree in Diplomacy and earned a master's degree from the Graduate School of Public Administration at Seoul National University. He also completed doctoral coursework in Policy Studies at the University of Delaware in the United States.

After entering public service by passing the 38th Administrative Examination in 1995, he served as the Director of the Production Technology Bureau at the Small and Medium Business Administration. Following the establishment of the Ministry of SMEs and Startups, he held positions such as Director of Technology Talent Policy, Director of Growth Support Policy, Head of the SME Smart Manufacturing Innovation Planning Group, and Director of the Small Business Policy Office.
