Vehicles Completing Low Emission Measures by September Have Fines Canceled

[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 26th that in order to reduce fine dust, it will encourage low-emission measures for Grade 5 vehicles and cancel fines for seasonal management system operation restriction vehicles that have completed low-emission measures by September 30th, especially for non-metropolitan area vehicles that have lacked support from local governments. The paid fines will be refunded.
Since it takes more than two months from applying for low-emission measures to installing reduction devices or scrapping the vehicle and registering it in the vehicle management system, applications must be completed by June at the latest to finish low-emission measures by September 30th and be exempt from fines.
From December last year to March this year, Seoul imposed fines of 100,000 KRW per day on 7,128 Grade 5 emission vehicles caught violating the seasonal management system operation restrictions, totaling 18,588 cases. So far, fines for 1,516 cases (8.2%) on vehicles that completed low-emission measures have been canceled, and refunds are in progress for 99 cases where fines were paid.
After completing low-emission measures, vehicle owners do not need to submit separate proof documents; fines are canceled weekly through verification via the vehicle management system. For those who have paid fines, text messages and notices requesting bankbook copies are sent immediately to expedite refunds.
Among the 7,128 Grade 5 vehicles caught, 1,377 (19.3%) have completed low-emission measures such as attaching DPFs or early scrapping after being caught. Of the 5,751 vehicles that have not yet taken low-emission measures, 1,909 (33.2%) have applied for low-emission measures with their respective city or province.

Seoul City continues to inform vehicle owners who have not yet applied for low-emission measures about the application process and the cancellation of fines upon completion of low-emission measures every month. Ko Seok-young, head of the Vehicle Pollution Reduction Division of Seoul City, said, “We hope non-metropolitan area vehicle owners subject to fines will promptly complete low-emission measures and be exempt from seasonal management system operation restriction fines,” and urged, “Please complete your application for low-emission measures by the end of June.”
