Yoo Seung-jun, First Trial Verdict in Second Visa Issuance Lawsuit After Immigration
[Asia Economy Reporter Kim Hyung-min] Singer Yoo Seung-jun (American name Steve Seung-jun Yoo) will receive the verdict on his second lawsuit requesting the issuance of a South Korean entry visa on the 28th.
According to the legal community on the 24th, the Seoul Administrative Court Administrative Division 5 (Presiding Judge Kim Soon-yeol) will deliver the first trial verdict on the 28th for Yoo's lawsuit against the Consulate General in Los Angeles (LA) seeking cancellation of the refusal to issue a passport and visa.
Yoo had acquired U.S. citizenship to evade military service obligations in the past, resulting in restrictions on his entry to South Korea in 2002. He then attempted to enter with an Overseas Korean entry visa but was denied a visa issuance. He filed an administrative lawsuit in 2015 and won in 2020. At that time, the Supreme Court ruled that the LA Consulate General's refusal to issue a visa solely on the grounds that there was a previous entry ban decision by the Ministry of Justice was illegal, as the consulate did not exercise discretion.

However, despite the favorable ruling, Yoo filed another lawsuit after his visa application was again denied. The Ministry of Foreign Affairs argued, "The prior ruling instructed the defendant to exercise the authority given and make a judgment, not to issue the visa."
