Announcement of Outsourcing Recruitment Tasks to Prevent Corruption
[Asia Economy Reporter Song Hwajeong] The Financial Supervisory Service (FSS) is expected to increase its hiring scale this year. The number of new hires at the FSS has been on the rise since 2018.
According to the national comprehensive electronic procurement system, Nara Market, on the 20th, the FSS announced a bid for recruitment outsourcing services on the 13th. This bid announcement is for outsourcing the recruitment of grade 5 and 6 employees this year. The request for proposal states that the expected number of new grade 6 hires is 5, the same as last year, while the number of grade 5 hires is listed as 130 this year, up from 90 last year. Accordingly, the expected number of applicants for grade 5 is projected to increase from 2,200 last year to 2,350 this year, and the number of candidates for the second-round executive interview has been raised from 120 last year to 170.
The number of new hires at the FSS has continued to increase since 2018. It decreased from 97 in 2017 to 66 in 2018 but rose to 71 in 2019, 83 in 2020, and 93 in 2021. The FSS plans to conduct recruitment for high school graduate new employees at grade 6 between June and August, and proceed with the recruitment process for general comprehensive employees at grade 5 after September.
Since last year, the FSS has been outsourcing recruitment tasks. External specialized agencies are responsible for creating and grading the first written test (National Competency Standards, NCS), developing tasks for the first and second interviews, recommending and dispatching external interviewers. Last year, 24 external interviewers were recommended and dispatched for grade 5 recruitment, but this year the number has increased to 24 for the first round and 8 for the second round. Fifty percent of the interviewers are external personnel. The second written test (major subjects) for grade 5 is directly created and evaluated by the FSS.

Following the recruitment scandal in 2017, the FSS has been outsourcing recruitment since the government announced a full survey of public institution recruitment practices in February 2019 and encouraged the activation of outsourced recruitment. An FSS official stated, "In accordance with the 2019 policy to promote outsourced recruitment, we conduct recruitment through external outsourcing like other public institutions," adding, "Outsourced recruitment focuses on efficiently conducting recruitment procedures and enhancing transparency."
