[Asia Economy Reporter Kwon Hyun-ji] The People Power Party conducted the Public Office Candidate Basic Qualification Assessment (PPAT) on the 17th for applicants seeking nomination as metropolitan and local council members in the June 1 local elections. The purpose was to dispel criticism of 'unfair nominations' and achieve innovation in the nomination process.
The People Power Party administered the PPAT at 19 testing centers across 17 cities and provinces nationwide. The examinees were applicants for metropolitan and local council nominations, totaling about 4,500 people. The youngest candidate was born in 2002 (19 years old), and the oldest was born in 1941 (80 years old). The party had previously released preparatory video lectures and textbooks through YouTube and other platforms.
The People Power Party stated, "Starting with the introduction of the first-ever basic qualification assessment for candidate nominations in party history, we will put an end to misunderstandings about some nominations and continuously innovate to cultivate the qualifications of candidates." They added, "We will establish 'fairness and common sense' and lead an open political culture that transforms into barrier-free politics."
On the day, key party officials of the People Power Party either took the PPAT themselves or participated as supervisors. Representative Lee Jun-seok also experienced taking the test at a Seoul testing center. After the exam, Lee told reporters, "Looking at the questions, I think this is a very appropriate evaluation method and content for performing public office," and added, "I hope it becomes a successful initiative and can be actively conducted from the next election onward."

Candidates from the People Party for the local elections were unable to take the PPAT because the merger process with the People Power Party had not been completed. Regarding this, Representative Lee said, "(Their non-participation) could cause confusion in the nomination process," and added, "We will reflect the opinions of the People Party in a way that does not shake the big picture, honoring the spirit of the merger." On the issue of fairness, he said, "It is difficult to give additional points to People Party candidates who did not take the exam," and added, "Whether to recognize this as an exception will be finalized through communication with the nomination committee."
