The NIS explained, "The decision to raise the alert to the caution level is a preemptive response to the heightened possibility of cyber security threats, including the expansion of cyber warfare related to the recent Ukraine situation, concerns over cyber retaliation targeting countries participating in economic sanctions against Russia, and hacking attempts during government transitions."
