The UK Mission to the UN confirmed this report on Twitter, stating, "Russia is committing war crimes and targeting civilians," and criticized, "Russia's illegal war against Ukraine poses a threat to all of us."

Earlier, Russia requested to postpone the Security Council vote on a draft resolution demanding humanitarian aid and civilian protection in Ukraine. This resolution did not include any acknowledgment or accountability regarding Russia's invasion of Ukraine. The Guardian reported that unless the draft is completely discarded due to lack of support from Russia's allies, the vote is expected to take place on the morning of the 18th.
