UN Warns Russia: "Use of Cluster Munitions Reported... Could Constitute War Crimes"
[Asia Economy Reporter Cho Hyun-ui] On the 11th (local time), the United Nations Office of the High Commissioner for Human Rights announced that it has received credible reports of several cases where Russian forces used cluster munitions in densely populated areas of Ukraine.
According to major foreign media, Liz Throssell, spokesperson for the UN High Commissioner for Human Rights, said at the UN Geneva office on the same day, "The indiscriminate use of weapons such as cluster munitions may constitute a war crime."
Cluster munitions, when dropped, explode in the air, scattering hundreds of submunitions around the target area, killing indiscriminate numbers of people.

Spokesperson Throssell stated, "Direct attacks on civilians and civilian facilities, area bombardment targeting cities and towns (a type of airstrike where bombs are dropped over the entire general area of the target), and other forms of indiscriminate attacks are prohibited under international law," adding, "We once again inform the Russian authorities that these actions may constitute war crimes."
