EU Commission Proposes Plan to Reduce Dependence on Russian Gas... "Can Cut by Two-Thirds"
[Asia Economy Reporter Kim Hyunjung] On the 8th (local time), the European Union (EU) Commission proposed measures to reduce Europe's dependence on Russian fossil fuels. The EU Commission explained that starting with gas, Europe aims to gradually reduce its dependence on Russian fossil fuels and become independent by 2030, and to cut two-thirds of the gas volume imported from Russia by the EU by the end of this year.
First, it emphasized the need to diversify gas supply sources and accelerate the provision of renewable gas. It also stated that it will seek ways to replace gas in heating and power generation. Specifically, it proposed increasing imports of liquefied natural gas (LNG) and gas via pipelines from countries other than Russia, expanding production and import of biomethane and renewable hydrogen, and accelerating the reduction of fossil fuel use in housing, buildings, industry, and power systems.
According to major media including AFP, the EU Commission stated that through gas and LNG imports from countries such as the United States and Qatar, Europe could replace 60 billion cubic meters, which is more than one-third of the 155 billion cubic meters of gas imported annually from Russia, this year. It also expects to replace additional amounts through the expansion of renewable energy, energy savings, and faster supply of wind and solar energy.
Frans Timmermans, Vice President of the EU Commission, emphasized, "By the end of this year, we can replace 100 billion cubic meters of gas imported from Russia," adding, "This is two-thirds of what we import from them."
The EU imports 90% of its gas consumption, of which Russia supplies about 45%. Dependence is particularly high in Germany, Italy, and some Central European countries. Russia also accounts for 25% and 45% of the EU's oil and coal imports, respectively.
The EU Commission also plans to propose next month that member states fill at least 90% of gas storage facilities within the EU by October 1 each year. Ursula von der Leyen, President of the EU Commission, emphasized, "We must become independent from Russian oil, coal, and gas," adding, "We cannot rely on suppliers who threaten us." She further stated, "We must mitigate the impact of rising energy prices, diversify gas supply sources for next winter, and accelerate the clean energy transition."
