Jeonnam Fire Department Promotes Special Management for 'Non-Fire Alarms'
[Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] The Jeonnam Fire Headquarters is launching a special safety management initiative targeting non-fire alarms.
According to Jeonnam Fire on the 3rd, the special safety management conducted on non-fire alarms of warning and rapid notification systems during the winter season resulted in a 5.7% decrease in non-fire alarm dispatches compared to the previous year (910 cases → 51 cases).
A non-fire alarm refers to a situation where a fire detector is activated despite there being no fire.
This means that alarms are triggered due to detector malfunctions (non-fire alarms) caused by dust, moisture, etc., leading to fire reports or automatic 119 calls through automated fire rapid notification systems installed in buildings.
Frequent non-fire alarms reduce the reliability of fire facilities, causing them to be disabled on-site or resulting in failure to evacuate immediately during an actual fire, which leads to failure in initial response.
In fact, both the Coupang Logistics Center fire in Deokpyeong, Icheon, Gyeonggi in June and the apartment parking lot fire in Cheonan in August involved disabling fire facilities, missing the golden time for initial firefighting and causing major damage.
Accordingly, Jeonnam Fire specially managed 657 sites where non-fire alarms occurred in warning and rapid notification systems during the last winter season (November to February).
They developed a mobile app for fire stations and related personnel to manage non-fire alarms, sharing information on special management targets with staff to enable prompt on-site response.
This app includes dispatch status by management target, a management card for priority targets, an automatic phone connection system for related personnel, and functions to upload causes and measures of non-fire alarms.
Additionally, non-fire alarm manuals were distributed and notification texts sent to related parties, and videos containing emergency response procedures for malfunctions by receiver type were produced and distributed in QR code format.
In particular, fire special inspections were conducted on targets with three or more cumulative non-fire alarms, focusing on cracking down on fire facility closures and disabling acts.

A Jeonnam Fire official stated, “Through special management of repeated non-fire alarm targets, we will raise the fire safety awareness of related parties and continuously strive to ensure stable maintenance and management of fire facilities.”
