Narrow Newlywed Hope Town Expands... Increased Supply of Medium-Sized Units
26 Regulatory Improvements Through the Regulatory Innovation Deliberation Council
Medium-sized units will be introduced to the Newlywed Hope Town, which had only been supplied with small units (exclusive area of 60㎡ or less), making long-term residence difficult for newlywed couples with children.
On the 28th, the Ministry of Land, Infrastructure and Transport announced that at the 1st Regulatory Innovation Deliberation Committee and Active Administration Committee, which included private experts such as economic organizations and legal professionals, regulatory innovation and active administration tasks were reviewed and approved. Through this deliberation, a total of 26 regulatory improvements were finalized to enhance public convenience, revitalize industries, improve business environments, and rationalize administrative procedures.
First, in the area of enhancing public convenience, regulations related to Newlywed Hope Town were eased. The Newlywed Hope Town, a housing specialized for newlywed couples, had mostly been supplied with units of 46㎡ or 55㎡ consisting of a living room and two bedrooms. However, the regulation that primarily applied floor plans of 60㎡ or less was deleted, opening the way for the expansion of medium-sized unit supply.
The jeonse lease system for multi-child families and severely disabled persons will also be improved. Currently, multi-child families can only apply within their current residential area (jurisdictional city/province), and severely disabled persons, despite having limited freedom to move, have been subject to residence period restrictions. Accordingly, multi-child families will be allowed to apply beyond their residential area to other regions, and the residence period restriction for severely disabled persons will be abolished.
Qualifications for elderly welfare housing tenants will be relaxed, and local governments’ authority will be expanded. Currently, the eligibility for elderly welfare housing tenants is limited to the lowest income class, which has limited the resolution of housing blind spots for the elderly. Going forward, income criteria for elderly welfare housing tenants will be relaxed, and local governments will be granted expanded selection authority to supply housing suited to local circumstances.
In the industrial revitalization sector, ▲leasing to partner companies and affiliates within real-demand industrial complexes was permitted, and ▲safety certification standards for unmanned aerial vehicles were supplemented.
In the business environment improvement sector, measures were taken to ▲ease safety inspection burdens on small-scale automobile manufacturers, ▲promote private investment in park facilities of completed industrial complexes, and ▲relax disqualification criteria for office staff of appraisal corporations.
