[Asia Economy Reporter Jongil Park] Seong Jung-gi, a member of the Seoul Metropolitan Council (People Power Party, Gangnam 1), read a eulogy with deep respect, praying for the repose of the late Councilor Kim Jin-su, who had worked alongside the Seoul Metropolitan Council for over 20 years, ahead of the Seoul Metropolitan Council plenary session held on the 21st.
The late Kim Jin-su, who passed away on the 17th at the age of 70, was the longest-serving (five terms) member of the Seoul Metropolitan Council and represented the People Power Party for a long time in the council. Having served three terms as a district councilor and five terms as a Seoul Metropolitan Council member from the 6th to the 10th council, he was a living witness to the history of local autonomy.
On this day, Councilor Seong expressed his sorrow through the eulogy, saying, “I still cannot fully grasp the absence of the late councilor, and it feels as if he is here with us now, watching over us,” and added, “I stand here to honor the late councilor’s spirit of harmony, which he always showed, along with mourning him.”
He continued, “Throughout decades of legislative activity, the late councilor consistently prioritized the citizens of Seoul with a spirit of cooperation and harmony, striving to demonstrate through his actions the belief that legislative work should put Seoul citizens first,” and recalled, “This conviction never changed whether his party was in the majority or minority. Even when his party held the majority, if the council’s cooperation was threatened, he would relinquish his authority and act as a mediator, earning respect from fellow councilors beyond party lines.”
Councilor Seong said, “It is the true direction for our council, representing the ten million citizens of Seoul, to deeply engrain the late councilor’s cherished spirit of cooperation and make it a precious legacy of our council,” and concluded the eulogy by requesting, “In the current election climate of the presidential election, where competition and political strife are major issues, I ask that during the remaining term, we unite all our efforts for genuine cooperation and legislative activities solely for the citizens of Seoul, and to overcome COVID-19 as early as possible.”

The late Councilor Kim Jin-su was cremated at the Seoul Memorial Park in Wonji-dong on the day and laid to rest at Yongin Public Cemetery.
