Seoul City Cancels and Refunds Seasonal Management Fines for 'Non-Capital Region Vehicles' Completing Low-Emission Measures by September 30

[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 21st that if non-metropolitan area vehicles rated 5th grade complete low-emission measures by September 30th this year, fines for violations of the fine dust seasonal management driving restrictions will be canceled, and amounts already paid will be refunded. This measure takes into account the relatively insufficient support for low-emission measures for vehicles outside the metropolitan area.
From December last year to January this year, Seoul imposed a total of 10,807 fines of 100,000 KRW per day on 4,633 5th grade emission vehicles that were caught violating driving restrictions. Among them, fines for 669 cases (6.2%) on 557 vehicles that completed low-emission measures were canceled, and refund procedures are underway for 36 cases where fines were paid.
After applying for low-emission measures, it takes an average of more than two months to complete the process of scrapping the vehicle or attaching emission reduction devices and registering them in the automobile management system. Therefore, those subject to fines must complete their application by June to finish the low-emission measures by September 30th and be exempted from fines.
Seoul cancels fines after confirming completion of low-emission measures through the automobile management system without requiring vehicle owners to submit separate proof documents. For those who have paid fines, Seoul sends refund guidance letters to enable prompt refunds. Monthly notifications about application methods and fine refund information are provided to vehicle owners who have not yet applied for low-emission measures.

Ko Seok-young, head of the Vehicle Pollution Reduction Division of Seoul, urged, “We hope that those subject to fines outside the metropolitan area will promptly complete low-emission measures to be exempted from driving restriction fines,” and added, “Since Seoul’s low-emission measure project ends this year, please complete your application by the end of June if possible.”
