Claims have emerged that the video was filmed in Okcheon-gun, Chungbuk Province. The poster of the abusive video, identified as Mr. A, had previously boasted that investigative authorities would not be able to track him down.
Attorney Son Suho stated on the 15th during CBS Radio's 'Kim Hyunjung's News Show,' "The most important clues lie within the video itself," adding, "Although the video is short, and (Mr. A's) face and voice are not visible, the video file contains many clues. We can determine the filming time, the type of device used, and even the filming location."
Attorney Son analyzed the video together with Hwang Mingu, director of the Legal Video Analysis Institute. As a result, it was confirmed that the video was filmed at 2:38 a.m. on the 14th of last month, and the filming device was identified as an iPhone 13 Pro Max.
Attorney Son said, "The most important aspect is the filming location. The location is 36 degrees 22 minutes 22 seconds North latitude, 127 degrees 37 minutes 41 seconds East longitude, which corresponds to the area near Janggyegyo Intersection, Janggye-ri, Annae-myeon, Okcheon-gun, Chungbuk Province."
He added, "(Janggyegyo Intersection) is an intersection that appears when driving along National Route 37," and said, "It appears that the abuser parked the car by the roadside, opened the passenger door to shield themselves, and filmed the abusive video."
Previously, the abusive video was posted under the title 'VPN Test' on the 'Yaongi Gallery' of DC Inside on the 28th of last month. As the video spread, a petition titled 'Thoroughly investigate the DC Inside incident and shut down the gallery' was posted on the Blue House's national petition board.
However, Mr. A showed a brazen attitude, threatening, "I will kill as many cats as the number of petition supporters," and left a comment on the community saying, "I am confident I won't get caught."
Attorney Son commented on Mr. A naming the video 'VPN Test,' saying, "The title itself appears to be an attempt to conceal the crime and the act," and explained, "VPN is an internet system term. It stands for 'Virtual Private Network,' which is originally a security solution. However, using VPN allows one to evade supervision, censorship, or regulation on the internet."
He continued, "It seems the VPN was abused as a means to bypass regulations or as a circumvention tool," and pointed out, "(The perpetrator) posted the problematic video and then deleted it, later writing that he felt compelled to catch and burn more cats. He seems confident that he won't be caught."
Meanwhile, under the current Animal Protection Act Article 46, those who abuse animals resulting in death may face up to three years of imprisonment or a fine of up to 30 million won, and those who cause physical pain or injury to animals may face up to two years of imprisonment or a fine of up to 20 million won.

Attorney Son said, "In the 2019 'Gyeongui Line Forest Path Plum Incident,' where a cat's tail was grabbed and repeatedly slammed onto the ground, the abuser was sentenced to 2 years and 6 months in prison," but added, "Cases where imprisonment is actually handed down are rare. In this case, the specific sentence will likely vary depending on the type, intensity, frequency, and repetitiveness of the abuse."
