According to the rules promulgated on the 21st, when a driver makes a right turn while the vehicle traffic light is red, they must stop before the stop line, crosswalk, or just before the intersection, then proceed slowly without obstructing other vehicles moving according to the signal. Since the pedestrian signal is often green when the vehicle signal is red, drivers must stop if pedestrians are crossing. After pedestrian crossing is finished, right turns are allowed even if the pedestrian signal remains green.
If the traffic light ahead is green, drivers may proceed slowly and make a right turn, but if there are pedestrians at the crosswalk encountered after the turn, they must stop temporarily and wait until pedestrians have crossed. At locations where right turn signals are installed, drivers should follow those signals.
