With the revised Local Autonomy Act coming into effect on January 13 of this year, the installation of Ethics Review Advisory Committees in local councils has been made mandatory to strengthen accountability in local council members' legislative activities.
The Ethics Review Advisory Committee serves to advise the chairperson on members' concurrent positions and profit-making activities, as well as to provide counsel regarding members' compliance with the code of ethics, ethical practice standards, and disciplinary matters.
Committee members serve a two-year term and may be reappointed only once. The local councils are to respect the opinions of the Ethics Review Advisory Committee to ensure the committee's effectiveness.
The Daegu Metropolitan Council formed the committee with a total of seven members, recommended from academia, the legal profession, the media, and civil society, who possess fairness and expertise in relevant fields.
At the meeting following the commissioning ceremony, Kim Jeonghee, Vice Chairperson of the Daegu·Gyeongbuk Heungsadan Council, was elected as the committee chairperson through an internal vote among the advisory committee members.
