President Moon: "Decentralization Constitutional Amendment Must Continue... Prevent Capital Region Concentration and Local Extinction"
[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in emphasized the need to promote a 'decentralization constitutional amendment' while calling for a new governance system to prevent excessive concentration in the Seoul metropolitan area on the 13th.
On the morning of the same day, President Moon presided over the 1st Central-Local Cooperation Meeting at the Blue House and stated, "To prevent excessive concentration in the Seoul metropolitan area and regional extinction, respond to the 4th Industrial Revolution and carbon neutrality, and to break down the boundaries between central and local governments as well as between local governments, a new governance system is necessary," urging the role of the Central-Local Cooperation Meeting.
President Moon said, "The government's constitutional amendment proposal, which was submitted to the National Assembly but not discussed, can be summarized as a 'decentralization constitutional amendment,' aimed at properly establishing local autonomy based on constitutional grounds," adding, "To fully realize that spirit, five legislative bills and amendments were proposed, and today is the day these laws are officially enforced." This day also marks the enforcement of five laws, including the amended Central-Local Cooperation Meeting Act, Residents' Ordinance Proposal Act, and Local Autonomy Act, which were revised last July.
President Moon urged, "The decentralization constitutional amendment should continue to be pursued, and local government heads should gather wisdom and keep making efforts."
