Lee Supports and Yoon Approves 'Public Institution Labor Director System' Passing the National Assembly Plenary Session (Comprehensive)
[Asia Economy Reporter Oh Ju-yeon] The 'Public Institution Labor Director System,' which mandates the appointment of one non-standing labor director in public institutions recommended by the labor representative or approved by the majority of workers among employees who have worked for more than three years in public enterprises and quasi-governmental agencies, passed the National Assembly plenary session on the 11th.
The National Assembly approved the 'Amendment to the Act on the Operation of Public Institutions' containing this provision at the plenary session held that afternoon.
The term of office for a non-standing labor director is 2 years, and it can be renewed annually thereafter. The implementation date is six months after the date of promulgation.
Accordingly, about 120 public institutions are expected to introduce the labor director system starting in the second half of this year.
The business community has opposed the passage of the bill, citing reasons such as the intensification of power imbalance in labor-management relations and the decline in the speed of managerial decision-making. In particular, they judged that if the bill passed, the public institution labor director system could expand to private companies following public institutions, and have been closely monitoring the bill's progress, especially in industries where union influence is strong.

However, with Lee Jae-myung, the Democratic Party presidential candidate, urging its passage during the regular National Assembly session last December, and Yoon Seok-youl, the People Power Party presidential candidate, also supporting it, discussions gained momentum, and after clearing the hurdle of the full meeting of the Judiciary Committee the day before, it was passed at the plenary session on this day.
